Annual Adult Learners' Weeks in Ukraine

 

Adult education in Ukraine becomes of invaluable importance for individuals self-improving, development of their citizenship identity and contributing to the solution of the global problems humanity faces nowadays. Now adult education involves various categories of men and women, fledgling specialists and experienced professionals, disabled or retired persons, representatives of different industry fields. It performs many functions and covers advanced professional training and retraining, psychological and pedagogical education for parents and community members, ecology education program for community, engaging with spiritual and cultural heritage etc.

On the initiative of the Ukrainian Coordination Bureau, the Program "Adult Education in Ukraine" was adopted in our country in 2000. Based on the UNESCO supported Program, the International Adult Learners' Weeks have started annual realization of this Program in Ukraine. Its objectives are to expand and encourage education of adults in Ukraine and to raise their citizenship identity, as well as to promote awareness of adult education as a necessary condition for state development perspective.

The 9th ALW ran in Ukraine in September, 2008, and was devoted to the theme “Adult Education for Security of Citizens and Organizations in United Europe”. There were presented delegations from Azerbaijan, Armenia, Georgia, Poland, Russia, Slovakia, as well as citizens of Turkmeniya, Argentine in the Week. More than 4500 participants were involved in a number of Week’s events. During thematic days (Moral and Ethic Base for Information Security in Ukraine; Adult Education in Vocational Schools; Psychological Threats to Modern Society etc.) different discusses, round tables, seminars were held.

The 8th Adult Learners Week in Ukraine was carried out in the form of educational highway of unity of the Ukrainian North and South, under the motto “Adult Education for Lifelong Learning Culture” in September’ 6 – 11, 2007. The themes of the Week’s Days were following: State Power’s Moral Ideals for Community, Adults’ Stimulus and Encouragement for Personal Development, Community Enlightenment and Democracy Building.

The 9th ALW ran in Ukraine in September, 2008, and was devoted to the theme “Adult Education for Security of Citizens and Organizations in United Europe”. The Sixth International Adult Learner' Week in Ukraine ran on 19-26 September, 2005 in Kiev, Ukraine, according to program concepts of “Adult Education Throughout Life” developed and approved by participants of the First International Adult Learners Week in Ukraine and in compliance with the strategic objectives announced for the United Nations Literacy Decade 2003-2012. The principal theme chosen for this Week was "Adult Education for Liberty of Conscience and Faith”. The Week epigraph was expression of a great Ukrainian statesman of XVIII Ivan Mazepa: “Die for Faith and Defend Liberty!”

During this Week the specific Days were carried out under next principal themes:

September, 19: “Liberty of Conscience and Faith: Philosophical, Pedagogical, Psychological Measures”. Solemn opening of the

Week.

September, 20: “Professional Competence Problems, Improvement and Self-improvement of Adults”.

September, 21: “Ecological Education in Ukraine: the Condition and Prospects of Development”.

September, 22: “Theoretical and Methodological Foundation for Adult Education”.

September, 23: “Liberty of Conscience and Faith in Terms of Actual Stage of Community Development”.

September, 24: “Family Education and Its Influence on Community Development”.

Up to 1320 adult participants – men and women of various Ukraine’s regions, professions, social positions (employed and unemployed persons, disabled persons, pensioners) ranging in age from 19 to 78 – have taken part in actions of this Week.

The partners in holding of the Week were: Ministry of Education and Science, Academy of Pedagogical Science of Ukraine, Ukrainian Association “Znanie” (“Knowledge”), Institute of Psychology, Institute of Pedagogic and Psychology of Professional Education of Ukraine, the State Institute of Further Training of the Industrial Policy Ministry, the Ukrainian Association of Post-Graduate and Lifelong Professional Education, All-Ukrainian Association of Continuous Adult Education and many others. The Governmental bodies and scientific institutions also have been represented at the event, including Secretariat of the President of Ukraine, Secretariat of the Cabinet of Ministers, Members of the Parliament, Ministry of  Labor and Social Policy of Ukraine, Ministry for Family, Youth and Sport, Industrial Policy Ministry, Ministry of Health Protection, State Committee for Water Saving, State Nuclear Regulation Committee, National Academy of Public Administration patronized by the President of Ukraine, National Academy of Science, Academy of Medical Science.

During the event 132 reports and briefs from various fields of science were prepared and made, cutting edge academic and scientific books display was carried out, five excursions were held, including survey excursions and public discussions on further development. The Week participants have pointed to increase of lifelong education importance and its quick spreading in the countries taking care on their spiritual, intellectual, political, economical and cultural growth, Ukraine included.

Apart from discussing actual problem of building up social morality and moral values by educational institutions, mass media, public, political, and religious organizations, there was held the dialogue on the problem of public opinion influence on the political decisions. Summarized proposals and wishes of the Week participants were submitted to Ministry of Education and Science of Ukraine.  In addition, the Week program gave Pan-Ukrainian exams on Ukrainian language, history and culture for all adults who express their wish to participate. Within these exams, participants submitted essays in written, which were estimated and published in the educational magazine “Wonder World”.

In pursuance of recommendations approved during this Week, previous discussions and proposals made during previous Weeks, the discussion on the draft Law on Adult Education was held. Proposals, amendments and notes, made by Week's participants were included to the Recommendations of the Sixth Adult Learners' Week in Ukraine presented below.  As a result of the discussions during the Week, following conclusions and recommendations were declared and approved:

- considering rise of demand on post-graduate education and lack of regulations, methods  and organizational base, to prepare and approve resolution on developing of the Law on Post-Graduate Education; to submit issue on post-graduate education to the Law on Adult Education;

- for the purpose of development of post-graduate education system and for combining efforts, to submit to the Ministry a proposal  on creating a department or institute, that will provide assistance in organizational activities and advising on working methods and procedures to postgraduate education experts;

- for the purpose of combining accomplishments of science and technology, to promote joint definition of field priorities, programs, amount and sources of funds, concluded with their approval  by the Government;

- to promote use of new technologies (IT in particular) and adults learning and teaching methods applied abroad;

- in view of keen demand for foreign languages skills among adults, to set a task upon institutions concerned to develop appropriate education programs, including programs for employed persons;

- to promote spreading of self-education activities among adults; to draw attention of secondary and higher educational institutions to necessity of development of students' (adults’ in future) self-educational skills;

- to propose carrying out of public intellectual competition among adults during the 7-th Adult Education Week in Ukraine with the help of Continuous Learning Association;

- to promote experience exchange with foreign countries concerning  church-state relations development; to propose settlement of religious organizations development programs;

- stating that present sex education programs at schools don't agree with cultural wealth of Orthodoxy, to propose Ministry for Education and Science of Ukraine to amend sex education programs for secondary schools, and to provide moral restraint education programs;

- to provide evening educational TV programs (theological lectures) for adults with the help of Orthodox Church for the purpose of people regeneration, clarification of concepts of faith, conscience and choice;

- to promote solving of the problems, concerned to professional education for unemployed;

- to create magazine “Adult Pedagogic” in order to coordinate methodic and organizational work of adult educators;

- to promote ecological education of adults and children.

These recommendations should be presented to Governmental and local authorities, leaders and representatives of public organizations, scientific institutions, educational establishments and enterprises to consider in their activities and to provide implementation of the recommendations listed above.

It was approved to carry out the Seventh International Adult Learners' Week in Ukraine on September, 7-12, 2006 with the principal theme "Education for Kin, Earth and Water Conservation". Solemn opening ceremony of the 7th Week is planned to carry out in Kiev Planetarium (57/3 Velyka Vasylkivska St.,Kyiv).

 

In view of significant results of the Orange Revolution the Ukrainian National Coordination Bureau of Adult Education organized the working meeting “Moral Ideals of State Power for Community” in February 2005, devoted to development of adult psychological culture and to holding the 6th Ukrainian Adult Learner' Week in September 2005. Within this meeting Ukrainian educators, scientists, journalists, representatives of Ukrainian editions contributed to the discussion on issues of providing further community development in Ukraine so that will have long-term political resonance.

The agenda of the working meeting was:

1) Mass fraud, manipulation of public consciousness, doing moral harm to the Ukrainian people.

2) Moral characteristics of the future candidates to be the people’s representatives in the Parliament elections in March 2006.

3) Decriminalization of the Ukrainian people’s consciousness. Civic honor and honor of the statesmen.

4) Preparation for the public estimation of both political parties’ and MPs’ reports as well as their activities within the period of their service, that to be hold during the 6th Ukrainian Adult Learner' Week. Do parties realize their program goals and moral responsibilities for keeping political promises and for deception on the electors?

Besides above mentioned tasks during the working meeting some more issues were discussed: reviewing of the institutions and organizations involved in public education; building up social morality by means of educational institutions, mass media and religious organizations; raising public opinion influence on the political decisions in order to provide adopting moral laws by the Parliament; reasons of authority’s meanness and treason; the problem of training present and would-be statesmen etc.

The Ukrainian Coordination Bureau for the Adult Education Program has approved to hold the Fifth International Adult Learners' Week on September 17 – 24, 2004 in Ukraine under the principal theme “Adult Education for Democracy”. As usual, all members of the Ukrainian Parliament were welcome to take part in the 5th Week, political parties and social organizations were invited this year. The delegations from the Republic of Poland and Russian Federation participated in the 5th International Adult Education Week in Ukraine.

The Fifth ALW in Ukraine included separate thematic events. On the First Section Day (20 September), under the theme “Education of Community and Democracy”, after the official opening ceremony participants reviewed and discussed Ukrainian and foreign experience in Lifelong Learning. This meeting took place in the magnificent Congress Hall of the President Hotel in Kyiv.

The Second Section Day under the theme “Spirituality and Democracy” (21 September) aimed to highlight the spiritual world and knowledge of the up-to-date person. It was held in the oldest Ukrainian Kyiv-Pechersk Monastery - unique masterpiece of art of 11th century.

The Third Section Day (22 September) devoted to “Ukrainian Democracy Roots” focused on the problem of theory and practice of adult citizenship development in Ukraine. The event took place in the millenary town of Pereyaslav-Khmelnitsky and was hosted by the ancient Pereyaslav-Khmelnitsky State University.

The Fourth Section Day on “Security for Democracy” (23 September) concentrated on the psychological and pedagogical fundamentals of human health and security of vital functions. The Week’s participants visited the Educational Centre for Aviation Security of the International Airport in Boryspil town (Kyiv region). The Antonov Aircraft Works, the manufacturer of the worldwide biggest aircrafts AN-124 “Ruslan” and AN-242 “Mriya” was presented as a participant of this Section Day.

The Fifth Section Day devoted to “Family and Democracy” addressed to the modern problems of individuals learning, upbringing and development in the context of the continuing vocational education. It was held in the Social Youth Service in Kyiv.

Holding the Week was supported by the Ministry of Education and Science, the Academy of Pedagogical Science of Ukraine, the Party of Educators of Ukraine, the Ukrainian Association “Znannia" (“Knowledge”), the Institute of Psychology, the Institute of Pedagogic and Psychology of Professional Education of Ukraine, the State Institute of Professional Training and Retraining of the Ministry of Industrial Policy, the Pan-Ukrainian Association of Post-Graduate and Lifelong Professional Education and others. The Week’s participants formulated and submitted proposals for implementation to the Ministry of Education and Science of Ukraine, as well as to other bodies: the Ministry of the Culture and Art Ministry, the Ministry of the Industrial Policy Ministry, the Ministry for Family, Children and Youth Affairs.

The information about the 5th Ukrainian Adult Learners’ Week was widely covered by mass media.

The Fourth Section Day: “Psychological and Pedagogical Foundation of Adult’s Health and Vital Functions Safety” in the context of thematic day “Safity for Democracy” Place of holding: town Boryspil, Training Centre for Aviation Security of the State International Airport in town Boryspil (Kyiv region).

Representatives of the governmental and social organizations, universities, scientific and research institutions in number of 90 bring together to discuss the following: innovation aspects of adult learning, introducing learning and information technologies in future engineers training, advanced training of the tax service specialists, training organization for lawyers and law-enforcement services.

As a participant of the Day’s meeting the Antonov’s Aircraft Works, producing the biggest in the world aircrafts AN-124 “Ruslan” and AN-242 “Mriya”, are presented.

The Fifth Section Day: “Contemporary Problems of Personality’s Training, Education and Development in the Context of Continuous Vocational Education” in the framework of the thematic day “Family and Democracy”

Place of holding: Social Service for Youth in Kyiv (Kyiv, 2 Dovzhenka St.).

Seminars, workshops and discussions of this day are dedicated to the problems on family psychotherapy and psychological aid, teenagers’ responsibility education, upbringing children with mental disorder, parents’ cruelty to children in problem families.  Researchers and educators are also called upon to debate issues on family as spiritual tradition of Ukraine, Ukrainian and world experience in family advising, social workers and psychiatrists’ further training. The number of participants reaches 120.

-  to set up the joined Ukrainian-Swedish workshop on the new teaching technologies (Joe Wagner, Sweden);

-  to promote co-operation and experience sharing between Ukrainian and Poland educators concerning issues of postgraduate education, pedagogical staff retraining, unemployed training, teachers’ activities safety.

-  to work out an integrated psychological and pedagogical conception of the adult education.

*** 2002 ***

 

The Third International Adult Learners' Week in Ukraine ran on 17 – 22 September, 2002. The public report on the state of Adult Education in the country and its development perspectives was held. The Ministers and the Members of the Parliament of Ukraine, representatives of higher educational and professional improvement institutions were invited to contribute to the dialogue. The memory of Grigoriy Scovoroda, the outstanding Ukrainian philosopher of the XVІІІ century, was honored. The Week's principal theme was an aphorism of the great ancient statesman and enlightener Grand Prince of Kiev Vladimir Monomakh: “Whatever good you know, do not forget it, and what you do not know, learn it”.

The thematic Week’s Days on  “Public Education and Enlightenment”, “Education for Work “,”Education in Regions of Ukraine”, “Education and Information. World Education”, “Family Education” were carried out. As part of the “Family Education” Day the annual presentation of Father’s Day was started. In addition, the displays of the educational institutions for adult learners in Ukraine were presented.

Delegations of Russian Federation and Republic of Poland (headed by Prof. Leshek Kozhenievsky) took part in the 3rd International Adult Learners' Week in Ukraine. The final Ukrainian-Russian conference devoted to summarizing of national Adult Learners' Weeks in Ukraine and Russia was held in Anapa (RF).

During the Week, the conference participants approved the main recommendations, such as:

- to work out and represent for debates in the Supreme Council of Ukraine “The Law on Adult Education”, “The Law on Education” and “The Law on Staff Professional Development” with the purpose to create Adult Education legislative basis and to determine the sources of funding for above-mentioned laws;

- to extend Adult Education Program to remote towns and villages with the help of local authorities, mass media, association “Znannia" ('Knowledge');

- to work out an integrated psychological and pedagogical concept of the adult education;

- to develop the perspective scientific research plan on adult education problems; to create Adult Education scientific centre on the base of the Academy of Pedagogical Science of Ukraine (APS); to organize Ministry of Education, the APS and the Ministry of Labour co-operation in the field of publishing;

- to improve staffing of the educational system, including  the institutions for adult education; to create a educational network for training, retraining and improving of professional skills of scientific and pedagogical staff engaged in adult education activities; to promote advanced experience exchange in staff training field, etc.

 

 

*** 2001 ***

 

On September 14 - 23, 2001, the Second International Adult Learners' Week ran in Ukraine. The program of this Week was adopted taking into account surveys performed for different categories of the adult learners and considering specifics of their professional activities. It included courses of lectures given by the leading Ukrainian experts and scientists, discussions on various subjects, workshops and round tables, presentations of activities of Ukrainian organizations and foreign educational and cultural centers, etc. Two radio programs about the Week events were created.

During the 2nd International Adult Learners' Week in Ukraine, following events took place:

- training of the representatives of state institutions and NGO targeted to engage the personalities have influence on the solution of important social problems;

- discussion on various aspects of co-operation with mass-media on the Lifelong Education Program coverage and promoting;

- holding the Pan-Ukrainian Workshop on extending the Adult Education in Ukraine program to the regions of Ukraine;

- presentation of the Adult Learning programs from different countries to Ukrainian community,  as well as various schools and learning technologies;

- presentation of adult learning practices implemented at the enterprises, organizations, institutions. Determination of the conditions necessary for successful realization of the Lifelong Education Program by the employees and employers;

- lectures and meetings for parents; discussions on the children' problems and on the society where they live, as well as on the problems concerning employment, AIDS, healthy life and medical care for adults in Ukraine; consultations of the leading experts – teachers, psychologists and physicians.

 

 

*** 2000 ***

 

On September 8 -15, 2000, the First International Adult Learners' Week was carried out in Ukraine, supported by the Ministry of Education and Science of Ukraine and the NGO "World Pedagogical Museum", the member of the Ukrainian Coordination Bureau. The noted scientists, politicians, educators, physicians, representatives of research and industrial spheres participated in the 1st Week. During this Week, following events were carried out:

- presentation of intellectual achievements in Ukraine;

- experience exchange on family adults learning;

- seniors and long-livers experience exchange on the lifelong learning;

- four-hour educational program given by the noted scientists with scientific pedagogical support of mobile Adult Education Institute organized by the members of previous initiative group;

- presentation of the regional, town, community, group and individual programs for raising adults' educational level in Ukraine within 2000 - 2001 academic years.
